Enormous new Nuneaton housing estate set to be rubber-stamped

An enormous housing estate on land initially earmarked for a controversial traveller site looks set to be given the green light.

Nuneaton and Bedworth Borough Council planners are recommending that the plan for up to 360 dwellings on land off Eastboro Way are allowed to go ahead.

As previously reported by the News Warwickshire County Council applied for permission for the development, which includes vehicular access off Heart of England Way, including open space, footpaths, landscaping and other infrastructures.

This particular piece of land was originally going to be used to play home to a new cemetery to serve the town but, following tests, it was ruled out as unsuitable.

Then the borough council controversially identified the land as a potential residential gipsy site but chiefs at Shire Hall have always maintained that the site has been set aside for housing – not travellers.

But the county council ruled out the controversial use, then, back in March, submitted the huge housing application and now it looks set to be rubber-stamped.

However, not everyone backs the proposal and there were eight letters of objection from residents and one anonymous letter, listing concerns from traffic issues, lack of school spaces, noise issues, devaluation of property, lack of services such as doctors and community facilities and the lack of need for more housing in the area.

But, according to a report being put before the Town Hall's planning committee tomorrow (Tuesday, November 1) to ease traffic fears, it is proposed to upgrade the four-arm roundabout at Heart of England Way to a four-way signalled controlled junction. Other highways include providing a new controlled crossing on Eastboro Way which would link the development to the existing cycle network, the replacement of the existing mini-roundabout on the Crowhill Road/Eastboro Way junction with a signal controlled T-junction and the widening of the existing Eastboro Way/Lutterworth Road/Highfield Road roundabout.

"In terms of the impact on the residential amenity of the occupiers of the proposed development, a noise assessment has been submitted with the application," the report goes on.

"This has demonstrated that suitable internal noise levels can be achieved for the proposed development provided that mitigation is implemented."

In regards to the demand rising for already sought-after school places in the area, the report goes on to add that an assessment of the impact of the proposed development on education facilities in the area has revealed that eleven places would be required for early years, 74 primary school places, one primary Special Educational Needs (NED), 53 secondary school places, ten post-16 places and two secondary SEN places.

It is understood that, as part of what is known as a section 106 agreement, £1,817.623 would be provided by the county council to help pay for the places.

To allay flooding fears, the plan includes three attenuation basins and swales and the proposed controlled drainage from these will be directed to the River Anker (Northern and Eastern basins), and the southern ditch (small Southern basin), which also drains to the River Anker.

A major makeover would also be given to the nearby Crow Hill park as part of the plans.

The report concludes: "Having regard to the pattern of existing development in the area, relevant provisions of the development plan, and the consultation responses received, it is considered that subject to compliance with the conditions attached to this permission, the proposed development would be in accordance with the development plan, would not materially harm the character or appearance of the area or the living of neighbouring occupiers and would be acceptable in terms of traffic safety and convenience."

Members of the planning applications committee will have the final say on whether the proposal is given the go-ahead at the meeting at the Town Hall, which will start at 5pm tomorrow (Tuesday, November 1).

U-turn on plans for 300 homes in Nuneaton

County council bosses want to delay the installation of a vital crossing when it builds hundreds of homes in Nuneaton.

Warwickshire County Council was given permission by Nuneaton and Bedworth Borough Council to build up to 360 homes on land it owns on off Eastboro Way.

But the borough council added a series of conditions to the planning permission – one being that traffic lights are installed on the junction of A4254 Eastboro Way/Heart of England Way/Townsend Drive.

However the county council now wants to change that condition, known as condition 11.

In an application to the Town Hall, the county council says: “Condition 11 is considered overly restrictive.

"It is considered that the delivery of the signalisation scheme is not required from the outset to accommodate the development, and that a first phase of 100 dwellings could be constructed and occupied prior to signalisation of the junction.”

However, it will now be up to the borough council on whether or not to allow a change to the stipulation.

Before a final decision is made, people can have their say.

The county council owns the land behind the crematorium and the original proposal for the new housing estate received planning permission last year.

At the time, a spokesperson for Warwickshire County Council explained that in 'the near future' the sale will be complete with a view for construction work to start in early 2019.
