The British and Dutch governments are equally to blame for putting pressure on local authorities to deposit money with organisations like Icesave even though the risk of default was greater than with more established institutions. The Public Accounts Committee - whose job it is to advise councils on how to "save" money - lost £10m of their own money in the gamble.
