The government are clearly trying to can this project. There've been a few announcements over the last six months about the cost effectiveness of this, etc, etc.
I'm not convinced it's really needed!

New high speed rail report warns MPs to 'revist assumptions' on planned HS2 line through Warwickshire
A REPORT into high speed rail has warned MPs to revisit assumptions on the controversial HS2 line set to cut through Warwickshire.
Parliament’s Public Accounts Committee published its findings today into the HS1 London-to-Folkestone line which links to the Channel Tunnel and found it £4.8 billion in debt.
Committee chairwoman Labour MP Margaret Hodge blamed the taxpayer liability on over-optimistic passenger forecasts.
It said regeneration benefits had suffered from a "lack of effective leadership" and warned those behind HS2 not to repeat "costly mistakes".
"There is only one solution, go back to the drawing board, make rational assessments of what is the best interest of the UK as a whole and cancel HS2 before it is too late.
"We have always known that the plans haven’t been robust.
"The DfT have been making over-optimistic assumptions and much of the case is untenable, unrealistic and exaggerated."
