Benches put up in Coventry's Memorial Park, which is undergoing a multi-million pound revamp, have been vandalised.
Vandals also threw litter on to areas that are being converted into new football pitches.
The council's park manager said he hoped a new neighbourhood watch scheme would help stamp out the vandalism.
A city council spokesman said it was "incredibly disappointing".
"We have some fantastic plans to improve the War Memorial Park and this will not stop us," he said.
"However, it is incredibly disappointing when the mindless actions of a few spoil the enjoyment of the vast majority of Coventry people who treat the park and its visitors with respect."
About 30 different projects are being carried out at the park, including repairs to the war memorial.
The park opened in 1921 as a tribute to those who died in World War I.
