New collections will begin later this year but some residents could see multiple collections each week
Councillors have slammed plans for Coventry's delayed food waste collections, predicting chaos and with hundreds of thousands of plastic caddies ending up in landfill. The roll-out across the city will be in September, five months after the Government's deadline.
Officers outlined their plans to members of the city council's communities and neighbourhoods scrutiny board, explaining how the 23-litre food caddies would be distributed, how those living in flats would be able to use the service and how details of the changes would be communicated to residents.
But one of the biggest stumbling points for councillors was that some homes would need to put bins out on two different days with food waste being collected five days a week while other bins are collected from Tuesdays to Fridays.
Sarah Elliott, the council's strategic lead for environmental services, told the meeting: "We will be dealing with food waste over five days and this is mainly linked to the fact that these are big rounds. By doing it over five days we are reducing the round sizes so our guys will be walking less, which will improve the wellbeing of our staff.
"That will mean that some residents will have food waste collected on a different day to other bins but we will make sure through our communication with residents that it is clear when their collection days are. It already happens in some parts of the city."
Cllr Tim Sawdon was one of those who questioned the wisdom of having different collection days. He said: "I live outside the city in Warwick where we have had this system for two or three years and I have to say that it works extremely well. But it is collected on the same day that everything else is collected and I think that is important.
"I'm not sure that having different collection days is the best way to go about it. From what you have told me today, I am not entirely convinced that what you are proposing is going to work."
Cllr Patricia Hetherton, the cabinet member for city services, said there were a number of people working in waste services who were keen to switch to a five-day week and that prompted Cllr Gavin Lloyd to suggest that it might be better if all bins were collected over five days.
He said: "If you tell me that my food waste will be collected on a Monday and all the others on a Thursday then I will get it wrong. On that confusion, would it be worth pausing the five-day collections until everything can be moved over?"
Cllr Ed Ruane was also unconvinced. Addressing the officers, he said: "You are more concerned about the staffing, but if you really want a good uptake on this then it has to as clear as possible. You have known about this for two years and you have not had conversations with staff to align the service.
"We all know that there will a poor uptake. Personally, I would have liked to have seen it being a choice for the customer as to whether they opted in because I suspect that 300,000 of these (caddies) will end up in landfill."
Cllr Grace Lewis added: "Just echoing what my colleagues have said, think it is going to be chaos. I don't want to be too pessimistic but I just don't see this working."
