Source: Robert Peston twitter earlier today.... it (ONS) has revised down its daily data for coronavirus incidence per 10k from an original estimate of 9.52 on 17 Oct to 4.89 for that date...
Having worked with the ONS I'm not exactly surprised. That data was likely instrumental in causing the second lockdown.
