Warwickshire County Council has agreed to cut a range of services and close about 600 posts to save £92m.
Councillors agreed plans for the next four years at a nine-hour budget meeting on Thursday.
Conservative group leader Izzi Seccombe told the BBC "all areas" of the council would be affected.
Deputy Labour group leader Richard Chattaway said it was a "sad day" for Warwickshire as it faced "dramatic" cuts.
It had been difficult for the parties, none of which has overall control of the council, to reach a consensus, Mrs Seccombe told BBC Radio Coventry & Warwickshire.
She said the fire service and libraries in the county would face budget reductions, but this would "hopefully" not result in any closures.
The authority would also lose about 600 staff in a phased programme of job cuts, she added.
School crossing patrols had been "protected", she added, despite earlier suggestions they would be scaled back to save money.
