I've seen a much longer version of the story. Councils used to maintain sea defences against natural erosion but it has been proven that it is ultimately futile and even damaging to the coastal environment as a whole.

The person in this case is a retired millionaire who could easily afford to move elsewhere but has instead chosen to make a political statement using his own considerable financial resources.
