Owner of 'one of Warwick's most important historic buildings' refuses to sell to council

The owners were served a Compulsory Purchase Order but have rejected it, according to the council

The conservation team at Warwick District Council are "deeply concerned" about the future of a historic building in the town.

Defined as "one of Warwick's most most important historic buildings", the Leper Hospital has been laying in ruin for many years and the council claims there are no future plans in place for the structure or its upkeep.

After the owner refused to sell, the council sent a Compulsory Purchase Order to the owner, but to no avail. The owner has once again objected, according to the council.

Both the council and Historic England have the money and plans to regenerate the site, which now remains under private ownership.

The site was purchased more than 30 years ago and is situated in Saltisford, comprising The Master’s House, St Michael’s Chapel and an Ancient Monument.

Warwick District Council’s portfolio holder for development Councillor John Cooke said: “With the ownership of a listed building such as the Leper Hospital comes the responsibility of its custodianship.

"In this case the building, which is an important part of Warwick’s heritage is now at risk. We therefore have no choice than to proceed with the CPO process.

"Nonetheless, the District Council remains committed to keeping an open dialogue with the owners to see whether (even at this late stage) mutually acceptable terms can be agreed.”

I doubt very much it was ever a 'leper hospital'. The same was thought about the very similar looking Chapel of St James and St Christopher in Spon Street but it turned out to be false.

Compulsory purchase orders aren't quite so compulsory, then?
Of course it'll fit; you just need a bigger hammer.
