As can be seen from the drawings it was originally intended that the upper floors of the Precinct contain domestic dwellings and that what is now Smithford Way/Market Way remain accesible to private cars. The closure of "Market Street" as it was then known was a last minute decision taken just before work started on Market Way and the Lower Precinct.

And I bet the word ridiculous would confuse a lot of the younger generation :D
