I did mine last week. - And I have confirmation. I've not actually seen much about the census though, it certainly seems to have not been publicised as in the past.

I started to fill mine in then realised I wasn't supposed to before March 21st.
I can see a lot of fines being handed out to people who don't have an internet connection and haven't applied for a paper form.

Do we have any idea of how many fines are actually handed out? I seem to remember in the past that officials have bent over backwards to help those that hadn't returned their forms.

The notification letter the government sent me 'went for a walk' somewhere, along with the access code I needed.
I was able to obtain a new access code via a text message which was lucky because there was no email option and mobile coverage around here is very patchy. (EE phones don't work at all).
Not only do the government assume everyone has an internet connection they also assume everyone has a mobile phone account as well.
