It's debatable whether the tests are necessary or even desirable in the first place but assuming they are then there's no good reason for the tests to be contracted out given that:
a) The tests are conducted in a building owned and operated by the DWP and
b) The final decision is always made by an employee of the DWP
At one time of course the DWP and NHS were all part of the same organaisation, the DHSS.
