Who'd have thought it eh? The biggest non-payers live in the poorest areas!

I have real problems with this.

On the odd occasion I've not paid my bill on time (forgotten etc., not because I don't have the money or am refusing to pay) they've been on my case pretty quickly.

The other point I note, and this may go hand in hand with your comment Dutchman, is that the highest areas of non payment are areas with high immigrant populations and generally high unemployment rates.

If you are on benefits (or are not allowed to work) isn't your contribution to council tax stopped 'at source'?

Not that I'm aware of Rebbonk. Up until last year people on very low incomes or certain types of benefit were exempted altogether but that has changed now.
