Former Earlsdon dentist surgery could become 10 person HMO

A former dentist surgery in Coventry could soon become a ten person house of multiple occupancy (HMO). The owner of the former My Dentist surgery on Kingston Road, off Earlsdon Avenue North, is seeking permission to turn now closed four consulting room dentists into a HMO consisting of four double rooms and two single rooms.

If given the go-ahead by the council, the building would be transformed to consist of six en suite rooms, and several communal areas, as well as two parking spaces.

It is hoped the standard of the planned renovation will mean the will 'attract a professional occupant'. The application argues that a ten person home will be welcome in the area in comparison to the busy dental surgery which often had as many as 17 people on the site at once.

It states: "The subject property is located in predominantly an established residential area. The most recent use of the property was as a dental surgery. As such the dental surgery had four consultation rooms which would have resulted in a staffing level of at least 9 people at any one time with 4 – 8 members of the public in the building at any one time either being seen to or waiting to be treated.

"The proposed change of use will therefore reduce the potential occupancy of the building from 17 people down to a maximum 10 people. The change of use therefore from dental surgery to residential should accord more readily with the character of the area."

The applicant claims other commercial uses were considered, but the residential feel of the area meant a HMO was more in fitting with the current character.

The application continues : "It is not known what the reasons were why the previous dental surgery closed down but perhaps the generally poor condition of the property may have played a role. Alternative commercial uses are available within the existing class E planning use but they will all face issues relating to a commercial use in a predominantly residential area and so out of character activity may result in a loss to neighbours amenity."

In conclusion, the application states: "The proposed change of use to a HMO will provide good quality, well managed, small residential living which will add to the City’s required additional housing requirement whilst at the same time reduce the level of activity around the property which would have been apparent when the property was used as a dental surgery.

"The car parking provision of two on site parking places is intended to be allocated to residents as required. When the allocation is full, non car owning residents will be preferred over those with a car for letting.

"It should be apparent from the letting room sizes, Kitchen and En Suite facilities as well as the shared Laundry Room, Car parking and Bike Storage facilities that level and standard of accommodation is intended to be high in order to attract a professional occupant. The management of the facility will include a cleaning regime which will include both common area and individual cleaning, as well as bin removal to the pavement on collection days."

That area was ALL doctors and dentists at one time, including the top end of Hearsall Lane! :roll:
