As I keep telling people, Dutchman, when looking at these surveys (scientific or otherwise) follow the money. - And that includes those where there is no obvious link up. Behind the scenes links are very common.
I know of several research PhDs that suddenly had their funding pulled because they didn't support the official government line. The universities pulled the funding because they were worried about government grants for next season being reduced.
Remember, he who pays the piper calls the tune!
