The gathering happened at Caludon Castle Park on the afternoon of Sunday, September 27, and is believed to have been a pre-planned event.
Enquiries are now being made to contact the organiser of the event, West Midlands Police has said.
Under current Covid-19 restrictions, people are not allowed to meet in groups larger than six people - even outdoors - and social distancing must be adhered to.
A spokesman for West Midlands Police said: "We attended Caludon Castle Park in Farren Road, Coventry, after receiving reports of a group of around 200 people gathered there with their dogs on Sunday afternoon (27 September).
"We understand it was a pre-arranged event and people had dispersed by 7.30pm.
"Officers from our neighbourhood team, dog unit and the local authority are working together to establish links with the organiser.
"We will also be looking to increase our patrols of the park and will consider using dispersal powers if required."
