Warwick District Council considers tax rise for climate change fund

Residents in Warwickshire may be asked to vote on whether they would spend about £1 a week on a fund to tackle climate change and "disasters"

Warwick District Council wants to prepare for issues such as flooding and make the area carbon-neutral by 2030.

It is to discuss holding a referendum on 7 May to ask residents if they will accept council tax rises for the plans.

"We believe that the time has now come to take practical action to deal with the climate emergency," it said.

The plan would put £3m into a "ring-fenced" Climate Action Fund.

People in average Band D properties would see a rise of £52 a year and in H band it would be £104.

Like dozens of towns and cities across the UK, the Conservative-run authority has declared a climate emergency.

There is no single definition of what that means but many areas say they want to be carbon-neutral by 2030.

The district includes Warwick, Leamington Spa and Kenilworth.

Its "Climate Emergency Programme" aims for the council itself to be carbon-neutral by 2025.

A cross-party statement released after a meeting earlier said the plans would reduce road congestion, improve air quality and make homes and buildings more energy efficient.

Councillors will discuss holding a referendum over the proposed council tax rise on 26 February.

Lol If American farmers can shoot a bullet into the clouds to make it rain after a prolonged drought on their crops as seen on a British TV program then the military must be able to control weather.

Residents face May 7 referendum on climate change council tax hike

A REFERENDUM on whether to raise council tax to create a climate action fund has been given the green light by Warwick District Council.

The full council voted unanimously on asking residents whether to allow the authority to hike its portion of the council tax by 30 per cent for the pot aimed at fighting climate change.

Residents will vote on May 7 on whether to accept the rise which will be introduced this April – but if rejected at the referendum households would get the cash back.

The increase would mean residents in an average Band D property would face an increase of £1 per week. The funds which will be ring fenced would generate around £3million a year.

The move – a national first – forms part of a cross party Climate Action Now programme (CAN) with the aim of seeing the district council become carbon neutral by 2025 and the entire district carbon neutral by 2030.

Andrew Day, leader of the Conservative-controlled council leader, said the vote was an “incredible chance” for the district’s residents to become the first in the country to take decisive action against climate change at a local level.

Revised tax bills after council tax increase scrapped

People living in the Warwick area will be sent revised tax bills, because a council tax rise has had to be cancelled.

The district council voted in February for a rise above the level that would trigger a referendum, arguing the extra money was needed for a "climate action fund".

But the referendum had to be cancelled because of coronavirus.

Instead, the council has agreed on a lower, 3% increase and the new bills will be sent out in the next few days.

Positive start for Warwick district climate change panel

A PANEL tackling climate change in Warwick district is making ‘good progress’ says the district council.

Since the middle of November a panel of 30 residents, reflecting the district’s population in terms of age, gender, ethnicity, deprivation, geography and attitude to climate change, have been meeting weekly to how to address climate change in Warwick district by 2030.

The sessions look at the science of climate change and the sources and effects of carbon emissions in the district, including transport.

Next year the panel will be turning their attention to housing and buildings with the aim of submitting their recommendation report in February.

All sessions are led by independent facilitators, Shared Future and are held under an oversight panel including local business representatives, community groups, local government, academics and Matt Western MP.

Warwick District Council environment spokesman Alan Rhead said: “We are very pleased with how well the inquiry is progressing so far, with high panel attendance, excellent contributions from expert speakers and great contributions from panel members. I am really looking forward to seeing the outcomes.”
