Union officials are to ask members if they will be prepared to support industrial action to stop plans to close three Warwickshire fire stations.
The county council approved plans to close Brinklow, Studley and Warwick fire stations on 20 July.
It said the changes were designed to improve services. The Fire Brigades Union (FBU) said the risk to public and firefighter safety would increase.
FBU officials have been planning branch meetings in the county.
Staff are to be asked whether they would be prepared to take part in a ballot for industrial action, the union said.
Protest marches against proposed closures were held in the county ahead of the decision on 20 July.
The service has said it had to respond to changing demands, such as dealing with more flooding and traffic accidents.
Fewer retained firefighter jobs and the re-allocation of resources will be among the main changes.
