Where I live some people stll can't get a mobile phone signal, let alone a decent b/band connection

About half the IP numbers issued already are no longer being used. They were bought by spammers a million at a time and as soon as the addresses were recognised and blocked they simply bought another million.
It's also debatable whether buying billions of IP addresses for countries which do not yet have mains electricity or clean water is a good use of public funds.
