TV (BBC) Licence fee to fall?

It was the previous Tory government which forced the BBC to commission programmes and other services from outside companies thus doubling the cost of programme making virtually overnight. Everyone knows the BBC has excessively top-heavy management and overpaid presenters but that isn't going to change no matter how much their budget is cut. It will be the viewers who suffer.
