Apparently he already knows:

Cllr Mutton was keen to point out that the basic increase in council tax was 1.9% and they had decided not to add on an additional 1% allowed by central government.

He said: “I need to stress that the council element is going up by 1.9% - it’s no good the opposition trying to make a meal out of a 4.9% when 3% of that is for adult social care - the whole country knows it is in crisis and the Conservative government has passed it off on to local government due to their austerity programme.”

So they could have increased it by slightly more for those who can easily afford to pay it and restore the rebate for those who can't. :fuming:
