I doubt that the entire elected council has an IQ that reaches double figures.

As regards common sense, one look at them will clearly demonstrate that it ain't so common.

Coventry council 'unlawfully' tells motorists it will DOUBLE fines if they appeal

Image

COVENTRY council has for years been informing motorists their fines will double if they appeal – despite repeated warnings from an independent tribunal that it is against the law.

It is the latest shocking revelation concerning Coventry’s bus gates, which the Traffic Penalty Tribunal has repeatedly judged to be ‘inadequately’ signed, and failing to properly inform drivers they should not enter.

Within three years, the council pocketed around £1million at just one of five bus gates alone – at the Whittle Arch, Hales Street, city centre.

Penalty Charge Notices (PCNs) issued by Coventry City Council have for years informed motorists the fine is £60, but they have 14 days to pay a ‘discounted’ amount of £30.

The PCNs goes on to state that “representations against paying”, if made, are against the full £60 amount – suggesting any appeal results in the fine going up to £60.

Wording of other Coventry council PCNs, seen by the Observer, explicitly informed motorists they could not pay the discount AND appeal.

Yet other councils’ PCNs make clear that, if people chose to appeal, the clock stops and people may still be able to pay the lower amount of £30 AFTER the appeal is heard, if it is rejected.

The wording of Coventry’s PCNs therefore acts as a disincentive to any motorist to seek justice by appealing if they feel they have been unfairly fined – as the tribunal has repeatedly ruled has happened in many cases.

Anyone expecting truth, honesty or decency from Coventry council where money is concerned will be sadly disappointed.

Well they certainly dont set a good example to residents nor the people they want to attract here be it business or new residence and I am not the only person that thinks it.

More Coventry council bus gate signs change - after long campaign against drivers' fines

COVENTRY Council has replaced street signs at the Gosford Street bus gate after years of pressure – prompting fresh calls for fined motorists to be reimbursed.

Last week, signs near to the Gosford Street bus gate in the city centre were taken down by the council after four years, and replaced with larger ones.

Road safety campaigner Richard Heneghan has long claimed the small signs were only to be used as a ‘last resort’ according to Department for Transport (DfT) regulation, as drivers cannot read them.

He claims the new signage is still in breach of DfT regulations as it is at the end of the bus gate rather than at the beginning – giving drivers no chance to avoid punishment once they enter the gate.

Mr Heneghan says no other bus gate signage across the city is positioned at the end of the gate.

Mr Heneghan said: “The cabinet member, the head of highways and the highways director all, over many years, have stated all blue and white bus gate signage is fully compliant, so no refunds will be issued.

“Last week they removed the tiny signage and replaced it with the significantly larger signage that we have been campaigning for.

“Given the tiny 450mm signs have been used and the fact they are placed as far away from the start of the bus gate a possible, the driver is not given clear, timely and adequate information in order to avoid the bus gate.

“Many changes we have campaigned for are now being enacted. Is this anything to do with the new cabinet member?”

City services cabinet member Patricia Hetherton replaced Jayne Innes in December.
