More than 400 people have signed a petition opposing cuts of £6m to services for the elderly and disabled people in Coventry.Coventry City Council said it was part of plans to save more than £22m from its community services budget by 2016.
The proposals include the closure of a care home for elderly people coming out of hospital and cuttinb 140 carer jobs.
Those with learning disabilities, Alzheimer's and mental health problems would be affected, the petition warns.
'False economy'Cathie Birta, from mental health charity Mind, said: "The council is saying there is no statutory duty to provide these services but that's very worrying.
"The money might be going away but the need for these services isn't so the impact on other services will increase. It's a bit of a false economy."
Coventry City Council said the plans were currently out to public consultation which started on 27 August and ends on 15 November 2013.
A spokesperson said "no decision has been taken".
"We are actively meeting with a wide number of people potentially affected by the proposals to gather views.
"The results of the consultation will be collated and analysed after 15 November before a final decision is taken by the Council's Cabinet in December this year."
