Bulgarian politicians to get booklet on honesty

It says something about prospective EU member scrutiny that these issues were not resolved before Bulgaria was allowed to join.
We were also told that Spain would never be allowed to join until it acknowledged UK sovereignty over Gibraltar, something which Spain has never done.
