It's a waste of money in my opinion. High rise flats are useless to young families, the elderly and disabled. The money would be better spent on providing new low-rise accommodation that people actually want to live in. Nearby Meadow House was given a makeover a few years ago and is now looking very shabby again. The same thing will happen with these latest makeovers.

Hi-rise apartments (flats to most of us) were the biggest social disaster to happen after the war.
They do nothing to promote community life
There's no room for kids to play
There's little privacy (I lived below a rather amorous couple once!)
The elderly cannot use the stairs but are often frightened of using the lifts when unaccompanied.
I could go on, but I guess the brains at Whitefriars and the council know better....
