Jobless to pay full council tax?

The highest court in the land has already ruled that the Poll Tax must be linked to a person's ability to pay and there is nothing the Tories can do to change that.

On the other hand I find it odd that some groups are totally exempt from paying anything at all while others on very low incomes (disabled, pensioners, etc) are forced to make at least a minimum contribution?
