The city council seems to have money to buy the lease hold for Ikea .

And it's a mystery where they're getting it from as the treasury has banned local councils from borrowing money from them to make risky property investments.

They've plenty in reserves that they ought be using for protecting front-line services. I wonder if this is the source?
