Dog licences for all owners

The plan is that all dog owners would have to have a licence , the dog micro chipped and insurance but how the hell do they expect the likes of OAPs to afford that little lot

how about if you have a little old dog with hardly any teeth and is too past it to go for any walks? It doesn't seem fair to make someone pay when their dog is not capable of doing any damage to anyone or anything.

I realy couldn't see this one becoming law, keeping a pet costs alot even without licence fees and insurance.
