The scandal is that it was sold off at all, not the way it was done.
There was no public clamour for a sell-off, while prices were raised and services were slashed to make it more attractive to private investors.
Likwise the NHS is slowly being privatised by the back door despite almost universal opposition from the general public.

Like all the utilities, they sold off what they didn't own! And just like the earlier sell-offs, this one will come back to haunt them.
