Fewer people are said to be visiting the store in Allesley ParkPart of a Coventry supermarket will be turned into flats. Council officers approved the scheme at Nisa Extra in Allesley Park last week, 25 October.
It comes after a decline in customers to the store. A statement with plans read: "The project brief was to reduce the shop area as footfall and sales were dropping."
"Making residential units of the under used space was considered the best option," it added. "Currently the Nisa Store is too big and is uneconomic to maintain as it stands."
The shops' entrance will be moved so it is next to the car park accessed by Whitaker Road. Developers will build a new canopy, roof extension and a separate coffee kiosk in the car park.
Plans show around half of the building's ground floor will become three two-bedroom flats, each with a small outdoor space. Reducing the shop's size means it can open for longer, according to the statement with the scheme.
Council officers assessing the scheme said the "main concern" was whether the flats would have a "decent living environment" for residents. They concluded it would be "satisfactory" after "careful consideration."
They explained the flats will meet space standards, have small gardens and be near other homes in the area. They added the changes will make the shop look better and dubbed its current appearance "detrimental to the area."

Its top floor will be converted entirely into flats after plans for another four apartments were approved earlier this month. A separate plan for the shop site that involved building a three-storey block of flats on vacant land was withdrawn in September.
