A Coventry nursery that charges parents £7 per hour has been rated 'inadequate' by Ofsted with inspectors finding that children were at times 'evidently bored'. Jigsaw Day Nursery in Earlsdon received the lowest grade on all four key measures after it was inspected in March this year.

The nursery on Moor Street looks after 50 babies, toddlers and children, and charges £7 per hour - with slightly lower prices for a full day of care. Problems with its pre-school, safeguarding arrangements and Special Educational Needs and Disabilities (SEND) provision were highlighted in a new Ofsted report this month.

Inspectors said the nursery's pre-school provision was "at times, very poor quality" with children "evidently bored and frustrated by the very restrictive routine." The atmosphere was sometimes "quite chaotic and loud" and staff, while friendly, were inconsistent in their interactions with the children.

Education provision is "not good enough" and staff are focused more on children's interests than their learning outcomes. They are "overly reliant" on children cleaning themselves up after messy activities without support and also didn't regularly oversee toilet trips.

"This means that some pre-school children spend periods of time waiting for help and some leave without routinely washing their hands," the report said. Children, including those with special needs, sometimes became upset by the lunchtime routine which involved sitting "for prolonged periods of time."

"Overall, pre-school children are not equipped with all of the key skills they need to successfully progress to their future learning with ease," the report concluded. Safeguarding is also of concern with some managers not understanding the issues well enough, inspectors said.

This means that "there is a risk that some child protection concerns might not be effectively managed." The report criticised the nursery's SEND provision as "not good enough" with staff not proactive enough in helping these children.

"They tend to wait to see what other professionals might tell them to do, despite the possibility of long delays in getting their advice, before providing these children with the targeted help they require," the report said. Finally, inspectors stressed that the nursery needed to be more open with parents about children's care.

Parents aren't told that the manager's dog is often upstairs in the office and some don't feel able to raise their concerns with management. "Not all parent comments are positive, despite the varied methods used to work with them, including the use of a new online app," the report stated.

Inspectors found the nursery's overall effectiveness to be inadequate. It was rated inadequate for all four key points - the quality of education, behaviour and attitudes, personal development and leadership and management.

Jigsaw Day Nursery has been told to make eight improvements. These include making sure all managers are confident with all aspects of safeguarding, embedding the curriculum, improving SEND provision, and supporting staff to better manage children's self-care routines.
