A council will make at least 16 job cuts and warns the situation may get "much worse" because of funding cuts.
Dennis Harvey, Labour leader of Nuneaton and Bedworth Borough Council, said it would try to find "new spaces" for some of the staff in the council.
But he said the situation looked set to get worse as its government grant had "yet again been slashed for next year".
Mr Harvey said it meant the council was £400,000 short of balancing its 2016/17 budget.
Last month the council estimated it would have to make savings of about £1.2m to achieve a balanced budget next year.
