There seems to be a lot of confusion on this issue even among political correspondents who you would think would know better.
The leader of whichever party has the biggest number of seats after the election will be asked by the Queen to form a government.
If that is not possible, the leader of the party with the second biggest number of seats will be asked to form a government and so on.
It has nothing to do with who has the biggest share of the popular vote.
Incidentally, we have had a "hung parliament" in Holland since 1946 with no obviously bad effects. You could say our foreign policy was very weak but whether that is a good or bad thing is open to debate.
