The British Speedway Promoters Association has confirmed reigning champions Coventry Bees will not defend their title in 2011.
The BSPA say that Coventry, along with Peterborough Panthers, have "failed to declare their intent to compete in the 2011 Elite League".
Bees' management were set for talks with owner Avtar Sandhu on Monday.
Panthers have acknowledged that the club are applying to compete in the Premier or National Leagues.
