Yes, typical.
I used to live very close to BT's headquarters ("Mercury House"). One day my phone line went dead so I went to Mercury House to report it. There was a uniformed guard standing next to a phone on the desk in the lobby. I asked him if I could use the phone to report that mine was out of order? "No you can't..." he said, "...you've got to use your own phone!"
